Regarding my question: His quote 2 posts above was the answer for me. In Berlin, they try to build a new airport since 14 years (after 15 years of planning). But they are unable to do so. A politician of the Green party said, they should restart from the beginning. If her party manages it, I know it will only multiply the costs by 10.
