It's a Texas thing. Terrible code enforcement and no required licensing for home builders. A truck and a toolbox makes you a builder.

In my previous house, I had to sue the builder for failure to honor their warranty. An entire section of my roof was supported by a single post that transferred the load onto an upstairs balcony. The post was supported underneath by the plywood decking, not any kind of beam. A quarter of the roof, cantilevered to cover an exterior balcony, supported by a 1/2" of plywood. When the decking inevitably sagged, the roof was left hanging. Any idiot doing any sort of inspection would have caught it. The process here for dealing with such issues is heavily slanted in favor of the builder. I eventually won and was made whole... When I explained to the lawyer for the builder that his clients corporation (business license) was suspended for failing to file state paperwork and that he was operating illegally (not just without a license), and that made it possible for me to place a lien and collect against his personal assets, they agreed on the spot (at state required mediation) to buy the house back, plus market appreciation, plus expenses incurred.
