In my personal, non-legal opinion, depends upon what the standard operating procedures are for that.
If you listen the the podcast JSGLOCK posted above, the experts stated there are standards regarding this which have been created. And these were completely violated by the cast and crew on this production. Not quite sure who exactly came up with those standards and if anyone actually enforces them. Need to go back and listen again.
But also, when those two experts in the above podcast handle firearms on set. They stated that they load the blanks or dummies, or whatever in front of the actor who is going to handle the gun as well as any other actors who are going to be in the line of fire as well as other important members of the crew such as director, etc. This is also stated in the 60 Minutes interview with an armorer. If that truly is the standard procedure, and it was not followed. The actor holding the gun as well as others should have noticed that and stopped everything until the standard procedure and protocol was followed.
But of note they mentioned that every Studio has its own specific protocols.
