I thought another big reason for the ubiquitous Russian dash cam was the constant threat of phony personal injury lawsuits.
There are gangs that try and get hit by cars so as to extract big injury settlements from the mark.
One thing is certain: the internet has improved greatly since Russians have started buying video cameras.

Yeah, that vid of the meteor is wicked! Especially the third one. It looks like it's going to come right down on the car.
We had a big-ish (not 10-tons!!!)one go over Wyoming and Utah a couple of years ago. It lit up the sky with a greenish hue as bright as day.
