From actually reading the article, it's evident that this was the advice of a single officer at a town hall meeting not speaking on behalf of the police department.
Toronto PD has in the nicest way possible (because Canadians) publicly rebuked the officer's "well-meaning" suggestion and provided more sensible official ones: https://www.tps.ca/media-centre/stor...evention-tips/

Nonsensical is a word that has become an anachronism. I had to scroll down the article to see the police chief’s attempt to distance himself from the suggestion, but I wouldn't be surprised if other officers shared the same nutty idea.
