Interesting. But without being able to read the whole thing, meh. The best thing about grad school was the instant access to an academic library.
As mentioned, suicidal people are, by definition, homicidal. If they're in a private space and no one else is immediately at risk, offer help but do not become or stay engaged. If they are in public, well, then your org (&/or mutual aid entities) need to be able to throw enough resources at them quickly enough. Lethal force cover, less lethal, negotiators, crowd/traffic control, medical.
Given the messages being sent to officers, I'm not really surprised at some of the numbers.

Savage training group has an excellent seminar about Response to Non Criminal Barricades.
If you have a chance to take his class, do so. It should be required viewing/attendance for all supervisors.
