Time for Philly PD to embrace the "Stakeout" concept. A few former drug cars, a couple of people inside rocking 14" Stakeout 12-gauges. I bet you could bring carjackings to a veritable halt after a few carjackers find their way to the morgue courtesy of some double-aught.
