Federal Mini Shell No 4 Buckshot?

Wondering if anyone has some of these if they'd be willing to dissect a shell or two, the listed pellet count and weight don't match up.

They are listed as 15 pellets of No. 4 buckshot, which should weigh about 309 grains, but they list the weight as 15/16 oz (~410 grains).

My numbers for No 4 Buckshot pellet weight is around 20.6 grains/pellet.

Now if they were using ~No 2 Buckshot, which is ~29.4 grains/pellet that would be in the general ballpark of 441 grains for 15 pellets.

IDK if it really matters for anything, just got looking at numbers and thinking they didn't make sense.

Maybe they are accounting wad/buffer? That's very odd, but...?
