    Dulles CBP Seizes Unlicensed Handguns, Mags, Ammo Destined to Ghana

    The man, a U.S. citizen whose name CBP is withholding because he was not criminally charged, attempted to board a flight to Accra, Ghana on May 24. CBP officers discovered two hard shell lock box cases in the man’s checked luggage while inspecting outbound travelers’ baggage. The traveler admitted that he intended to take the handguns and ammo to Ghana to leave them there at a residence, and he also admitted that he did not possess a firearms export license. CBP officers detained the handguns and ammo and requested a licensing determination from the U.S. Department of Commerce Bureau of Industry and Security (BIS). On Wednesday, BIS determined that the traveler required a firearms export license. CBP officers then seized the handguns, magazines and ammunition.

    Not every otherwise-law-abiding person is aware of the restrictions; that's the issue.

    All persons who intend to travel from the United States to a foreign country with firearms and/or ammunition are reminded that both permanent and temporary exportation must comport with various export control statutes and regulations.

    Current export regulations issued by the Department of State require travelers to file Electronic Export Information (EEI) for temporary export of personally owned firearms via the Automated Export System (AES) prior to departure from the United States.

    Export regulations require that prior to traveling outside the United States with firearms and/or ammunition all departing persons must obtain a valid and appropriate Directorate of Defense Trade Controls (DDTC) or Bureau of Industry and Security's (BIS) export license or qualify for a valid DDTC license exemption under 22 C.F.R. 123.17 - 123.18 or a valid BIS license exception under 15 C.F.R. 740.14(e).
