I have a hard time picking a favorite. Some of my favs are:
Colors
To Live and Die in LA
The Untouchables
Black Rain(not initially one I liked but it grew on me)
Beverly Hills Cop
48 Hours
Manhunter
Lethal Weapon
Flashpoint(Kris Kristofferson plays a Border Patrol agent)
Cobra(so bad it's good)
Tango and Cash
Code of Silence
Stakeout
And I know I'm gonna get shit for this and that's fine, but Above the Law is a great movie. It's a shame he made 496 versions of the same movie, with each one getting progressively worse for the most part, but Above the Law being a good 80s cop/action movie is a hill I'm willing to die on.
I've never seen it, but it's kind of funny. I had a dream, once, where I was facing down four bad guys with a K-frame. One guy said "there's four of us and you have only six shots." I shot him in the head and said "there's three of you and I have five shots." I don't remember where it went from that.In the Seagal classic, Above the Law, my favorite scene and line.. at the 50- 55 second mark.. "Maybe you're right, but I'll get an A for effort"...

I loved Sharkey's Machine. Haven't seen it since. But definately Naked Gun.
If we have to march off into the next world, let us walk there on the bodies of our enemies.
Blue Thunder might not have been a great movie, but it has one of the best LA River chase scenes ever filmed. That’s some impressive flying.
To Live and Die in L.A. and Blade Runner tied for favorites.
Lethal Weapon after that. I had most of the movies mentioned on VHS.
Gawd, I'd forgotten about Blue Thunder ...
Colors would still be number one, hands down for street cops doing street cop stuff.
A lot of the others are good, but ...
POLICE ACADEMY
The Untouchables followed by Lethal Weapon for me. For one thing, Sean Connery's "who would claim to be that, who was not?" line is f-ing hilarious. But then again, I wasn't alive in the 80s, so I'm not sure I'm qualified to opine.
I never understood the fascination with Blade Runner. I thought it sucked.
Anyway, The Untouchables would be at the top of my list.
Blue Thunder
48 Hours
Running Scared
Robocop
Beverly Hills Cop
Cobra
Tango & Cash
All get honorable mentions, but don’t come close to The Untouchables. Sir Sean at his best.

The Road Warrior
I mean, Max was a cop so it's my pick. Don't try to sway me.
