The armorer flips it upside down and gives it a gentle shake. There is no shake calibration or the like, but it's just a gentle shake of an inch or two.

Like most minor rules, you can stray from it as you like and it will never be an issue until it's an issue. There is a certain amount of logic to it, in that the requirements must be codified in writing and nobody wanted a list of approved holsters, yet everyone knew sumdood would be rocking a universal Uncle Mike's if it just said "covers the trigger" or the like. I may be misremembering at this point, but I think it was also a compromise from requiring active retention.
