    Reciprocity crossing state lines

    I know I posted about this a long time ago but looking at this website below…

    Does this web page look like it’s saying that out of all the constitutional carry states that North Dakota is the only state that only allows constitutional carry within their own state to their own residents, or is that just me? I was under the impression that every state that Oklahoma reciprocates with, I would have to have a permit in order to carry there.

    I would assume the lady that I talked to knew what she was talking about but when I got a hold of somebody at the Texas concealed carry license department, she told me that once constitutional carry goes into affect for texas that the only people that are going to be allowed to carry without a permit on their person outside of their car in Texas will be people that live in Texas that, constitutional carry does not cross state lines.

    I am not aware of any provision in the new Texas law, effective 1-Sept, that would prohibit "constitutional carry" in Texas, by a resident of another state.

    House Bill 1927, the Firearm Carry Act of 2021, amends the Code of Criminal Procedure, Education Code, Government Code, Health and Safety Code, Human Resources Code, Labor Code, Local Government Code, and Penal Code to make it legal for any person 21 years of age or older to carry a handgun, either openly in a holster or concealed, in a manner consistent with state and federal law without first obtaining a handgun license, provided they are not otherwise prohibited from possessing a firearm and have not been convicted of certain specific offenses within the preceding five years. The bill maintains prohibitions against carrying a weapon on certain premises and further maintains restrictions on the authority to carry a handgun on certain other premises, including college campuses, which is reserved as a privilege only of license holders.

    Among other provisions, the bill requires the Department of Public Safety to develop and post on its website a course on firearm safety and handling that is accessible to the public free of charge and makes a person who has been arrested, charged, and convicted of an offense involving the unlawful carrying of a handgun on another's property before September 1, 2021, eligible to have all records and files relating to the arrest expunged. The bill revises penalties for certain conduct involving a handgun, including by increasing the penalty for unlawful possession by an individual who is prohibited from possessing a firearm on the basis of a felony or Class A misdemeanor family violence conviction or an applicable protective order, and establishes a defense to prosecution for carrying a weapon in a place where weapons are prohibited for a person carrying a handgun who promptly departs from a location after being notified that carrying a weapon at that location is prohibited.

    Yes

    North Dakota is permitless for residents only. I took a ccw class there and it was made clear.

    Well, that’s kinda what it’s starting to sound like to me. That lady I talked to earlier over the phone at the licensing department doesn’t seem to know what she’s talking about when she said Texas’s new permitless carry/constitutional carry bill is only reserved to Texas residents.

    I guess it really doesn’t matter as I’m just simply curious because I’ve already renewed my five-year carry permit.

    It’s been some time now since
    I read anything pertaining to it but when I read it, it talked about how even though Idaho and Wyoming were neighboring states who both were constitutional carry but it said that Wyoming residents had to have a state-issued permit to carry in Idaho and the same went for Idaho residents needing a permit to carry in Wyoming. According to those two articles above, a lot’s changed since then. They both say the word anyone…..

    I don't think there's any states with legal unlicensed carry that specifically only allows non-residents to carry if their home state also allows unlicensed carry. It's either residents-only (in the states already mentioned) or residents of any state.

    Almost every state attorney general has a web page that present recipriocity information. All you have to do is Google "(State) attorney general concealed carry recipriocity information" for the state you're interested about.
