We get snow, the snowplow plows the overpass, but can't go all the way to the guardrail, because it might damage either the plow or the guardrail. This leaves a streak of snow right at the edge. It melts a little from the sun and salt, then refreezes. Next snow, same thing happens. After a few snows, the ice/snow has built up along the guardrail until you have a nice, perfect little ramp.
Add one careless jag driving a little too fast for conditions, and it's "Dukes of Hazard"/Hotwheels time!
