Nothing about what you've described sounds like it should require a big budget or be unnecessarily complex. It depends a bit on the business model, as handling transactions in some of the ways you described could get a little tricky. That said, and although I'm not an expert on the ecommerce side, this doesn't sound like anything that's beyond some of the typical stuff I've seen with WP + Woocommerce or certain other WP-based ecommerce plugin setups. If going through a freelance developer that's decent, I'd expect something like this would cost a few thousand, but not more than 4 figures.
