You can get latent finger prints off paper. It's possible with dust and then taping over it, but has to be done pretty quickly. Crime Lab can chemically do it for much older prints. I'd suggest if you get such a letter handle it as little as possible and call the non-emergency number for the police/sheriff of your jurisdiction.
