    There are some U.S. Government programs that have measurably contributed to that squared away awesomeness.

    Specifically, the SPEAR team (Special Program for Embassy Augmentation and Response) and some of the other units that had received training facilitated through the Anti Terrorism Assistance program.

    In December, not too long before this attack, there had been a readiness exercise/competition between a number of the SPEAR teams; one in which the Kenyan team represented well - with performance that showed up again on a two way range a month later.

    Who noticed "IDPA Vest Dude" on the play by play - he was at the other Nairobi mall terrorist attack too.

    One thing I noticed is the impressive muzzle and trigger finger discipline of nearly everyone carrying a weapon.

    We just came back from a ten day photo safari in Kenya. Every cop, soldier, and Ranger I saw carrying a weapon had much better discipline than most of the soldiers in my infantry company in the US Army.
