They've actually done this in a couple of cities in Northern California. The program started in Richmond, and is also being tried in Sacramento. It pays about $1,000/month.

Unfortunately this is not going to work. This is a religious concept like socialism. The logic doesn't apply here. They always will come up with some explanation similar to the mayor of Chicago who is saying that the guns coming from other states are to be blamed for the violence in their city.
