According to federal regulations, it becomes a rifle when a barreled upper (of any length) and a rifle stock is installed. Pistols do not have a minimum or maximum barrel length.
Point is it's no longer a receiver when an upper is put on it and if it's not a configured as a rifle (or SBR) then it has to registered in MI.
