They might, in the second photo the dude's clearly got a live radio.
I know it's easy to dismiss dudes like this as airsofters or whatever, but when I see groups of dudes in matching uniforms with similar/interchangable kit, all of whom are wearing identifiers so they can find their people visually; well I pay attention. Another clue that these dudes are at least serious was a real lack of silly IIIper/moto patches. Their shit looks all business to a casual inspection.
