    Think of it as an umbrella that like minded individuals from disparate arenas can congregate under. The level of organization, on or offline, (or lack thereof) is somewhat secondary, to my mind, to ferreting out threats whether from a lone wolf, a loose conglomeration of fellow travelers or an actual group with structure.

    It makes it easier to have a heading to place them under. I don't worry too much, absent further information, about the actual structure...and would only devote resources commensurate with the intel.

    Even the "real" groups rarely make the news based upon their activities, real or imaginary.
    There's nothing civil about this war.

    Two issues. 1) It is poorly written; and 2) the author does not understand the concept of ideology /movement / bottom up organization vs a traditional pyramid organization.
