“Armed female Black Panther leads her comrades including a white recruit on a march through Georgia,” The Daily Mail wrote in an online story about the June 3 demonstration Decatur. The story featured several dramatic photos and embedded Instagram posts.It is easy to see why the group attracted attention. In a moment of fury over police shootings of black people, the group was perfectly cast. Maybe too perfect.

The police reform fairy has graced Atlanta with its presence.

The newly-approved rules are three parts of “8 Can’t Wait” national campaign. It is designed to bring change to police departments across the country.

The list of 8 requirements include:

- Banning chokeholds and strangleholds
- Require de-escalation
- Require warning before shooting
- Exhaust all other means before shooting
- Duty to intervene
- Ban shooting at moving vehicles
- Require a use-of-force continuum
- Require comprehensive reporting


The legislation now heads to mayor Keisha Lance Bottoms’ desk for her signature.
