I think I know how CHAZ got started. The 2020 CHBP got cancelled because of covid. Everyone was so bummed out they barricaded the streets anyway and just started a little early.

I'd think a couple of days without water would be sufficient. Also shut down the cellular and internet in that locale and they will be without water, food, comms and medical. Make it a bit more intensive with constant helo surveillance, high intensity lights and lots of Southern Gospel, C&W and bluegrass music at high volume, too. Bring them to their evil knees....

This may be the revival that Capital Hill needs. I see some of those buildings being converted to high end apartments. It will be the fashionable place to live in Seattle. Happened in the Belltown area. Place used to be a dive until some high end restaurants opened. A friend of mine was part owner in the original El Gaucho in Belltown. I was there for the grand opening in 1996. Lots of local celebrities and high rollers, neither of which I happen to be. You had to walk around homeless people to get down the street.
