I'm wondering if the "leak" about active duty troops being put on alert status wasn't intentional on the administrations part to force the hand of the Governor before things got past the point of no return...after all, the Insurrection Act does not strictly require that the state is unable to handle the situation; "unwilling" is also a qualifier in the statute.

Magazines and live ammo.
Not quite on topic, but I was working an op with active duty soldiers on the Mexican border recently, and I was pleasantly surprised to see that, even though they were there strictly in an “observe and report” capacity, they were carrying firearms and live ammo. Someone was using common sense.
Instigators being there was pretty obvious I think, "never waste a good crisis" and all. One of the streamers I was listening too last night was asked by someone off camera if they would throw rocks at the 5th precinct, including offers up to $100, but the streamer said he wasn't there for the violence, just to film.
