You can certainly jog in whatever attire you desire, but running a marathon in cargo shorts and Timberlands strains credulity...

I know I'm occasionally prone to hyperbole, but seriously man, I read that line and thought, "I'm sure there are people out there who have walked/run/marched thousands of miles in boots."

And maybe it does strain credulity on the part of the decedent. It's difficult to ask him why he was running in boots and shorts (if in fact he was wearing boots).
I'm still having a hard time finding a good, credible, reason to cut off a guy, running in the middle of the street, and engage him with firearms. Particularly, one that doesn't involve the individual coming from a crime scene, covered in blood, or you didn't just catch him trying to rape your grandmother, but instead saw him peering into an under construction (i.e., open) structure.
The idea that somehow if I should encounter armed individuals who give chase/follow me for a period of time and simple stop when they order me to...strains credulity on my part. Even if it is legal.
