    The US Attorney's Office doesn't have to monitor anything. They can (and have elsewhere) go out to the gang, narcotics, and street crimes units (if they aren't already tied to a Safe Streets task force). Talk to those cops, who are generally more pro-active & seasoned, telling them what cases they want and what boxes need to be checked in case preparation. Follow those discussions with training on case prep for federal court. Let the local gangster, doper Bad Guys get arrested and booked as normal, have copies of the reports, etc go to specific AUSAs who take the cases from there. Hammer the dog snot out of the first ten or so defendants - no deals, plead to the sheet of charges or go to trial and then follow through on the prosecution. Then the system can work as it normally does.

    AUSAs are different from their local prosecutor peers, neither good nor bad just different, but they can do some neat things. Sometimes the local cops need to work through special agents at one of the three fed agencies, other times - especially on a task force - they may be able to go right to specific AUSAs.
