No, the saying is: 水能载舟,亦能覆舟. It's part of a larger proverb that says: If the emperor is as if a boat, then the people are the waters of the river. While the water can bear the boat, so too can it sink it. His sign is the second half, though the part about the emperor seems also rather fitting for the jackass sitting in the governor's mansion and his associated cronies.

If someone else made this observation earlier I missed it.
It would appear the NRA has been rather quiet about the entire affair, almost as if since it's not their rally, it doesn't deserve their attention or support.
