Yes, it's a good idea. An awful lot will have to do with how it is presented to the working street cops. Will someone with an interest pick it up and actually teach or will it be "check the box" for this, that, or the other requirement.
The snippet there that addressed the abuse component got it right - more often than not, the owners are the problem. But, my profession screws things up too.
