There are exemptions for LEO but not lawful ccw. It is a wobbler potentially punishable by up to 3 years under 1170 (h)

You could argue that "so as to hide the persons identity" means "with the intent to hide the person's identity," but an antigun DA can just as easily argue it means "with the effect of hiding a person's identity" potentially leaving you with only the recourse of appeals through the antigun 9th circuit or a pardon/reinstatement by an antigun governor.
