In complete agreement with "Not supervisors or leaders, but managers".
I have worked for the same large agency for over 30 years, in the past most of the supervision had worked their way to a leadership role.
Now as many have stated, they came to this job to be a manager not a Police Officer, they did very little work in patrol and then moved to jobs like planning and other non hands on police jobs that probably could of been done by a non sworn employee.
Litigation and looking for their next promotion is the new thing. It seems that this is the case across the country. I don't think it will change in the remaining of 3-5 more years of my career.
This is all bad for Officers and the citizens that we serve and protect.
