    What's the follower in the magazine look like? Worn/broken so that it can tilt? Is it sticking against the mag body? Spring worn out? When our shitty aftermarket M9 magazines would stick sometimes they would present a cartridge like that and sometimes they would leave it oriented correctly but too far down to be grabbed and chambered by the slide movement. They were basically pez dispensers to feed your working OEM mag at that point.
    Sorta around sometimes for some of your shitty mod needs.

    Ours too. I used to press down on them with a pencil or section of cleaning rod to check unhindered movement.

    Disassemble and inspect for damaged parts (feed lips, dents, burrs, follower...etc) clean the body and reassemble. Follower should move freely up and down within the body. If that doesn't work you can replace the spring if you wish...me, I'd probably just get a new mag.

    Stuck follower/tilted follower - like the others have suggested.

    When I clean and lube magazines, one thing I do is use a section of cleaning rod to fully depress the magazine and slowly let the follower come up to ensure clear movement of it. You'll see similar malfunctions in stick SMG mags for blowback SMGs, they get dirty (filthy really) and it inhibits follower movement.

    Eject the mag, dump the rounds out by hand, bang the magazine against your boot. That'll probably clear it for proper use for now.

    This is how I caused that malfunction and It was created on purpose.

    I can get most all of my 100% reliable beretta/mec gar mags to do this
