Regardless of anything else in Maverick's back story according to the Top Gun Timeline he would have been on active duty for over 40 years by the time the sequel comes out. Even if his service record was exemplary he would have been forced into retirement at 30 years. It's possible he could have gone Navy Reserve but I'm pretty sure he wouldn't be on flight status.
