So for this, you need to be a citizen.

We could isolate Russia totally from the world and maybe they could apply for membership after 2000 years.

Out of state hunters, competitors, instructors can only bring 50 rounds of ammunition into California and cannot buy any ammo once here.

Or a legal immigrant. You can get a real ID as a legal resident. If your CA driver's license says "federal limits apply" you will need to show additional documentation to prove you are in the US legally.

I also know a handful of guys who spent ~$200 getting a 03FFL & COE so they could keep buying ammo online. Starting July 1, they will no longer be able to do so.

Wow- the way I read the flowchart, you either register your gun, or pay a $19 “one time fee” (tax) per ammunition purchase.

    That sucks.

Or, I guess, have a “Certificate of Eligiblity” and pay a $1 tax, I mean fee.

What is required for a COE?

$71 fee to the CA DOJ plus the cost of a livescan (~$60). Then $22 each year to renew...

"Out of state hunters, competitors, instructors can only bring 50 rounds of ammunition into California"

That kinda stops out of state people from competing in matches that require more then 50 rounds, which is most of them.

Can out of state competitors be *given* ammo while in CA? Like, suppose a match in CA had an alternate entry fee that came with enough ammo to shoot the match - would that get around the problem?
