I think the hole has to be drilled at angle, or you'd be drilling through the top of the buffer tower.

The first time I was thinking about making a lower from scratch I was looking at that hole and thinking 'how in the blazes do they drill that hole', and then I looked at a print - 'oh, of course, it's angled, duh!'.
