    I see it another way. Some asshole is making people so afraid they won't even leave their home. The police will do what they can but they can't be looking for this guy 24/7 as they have finite resources and many other things to do.

    Who has a vested interest in making this piece of shit see the error of his ways? Those who live in the neighborhood. Who know the area almost better than anyone? Same answer. Who is there all the time? Same answer.

    I don't see neighbor coming together to form a more active form of neighborhood watch as "looking for shit" so much as "cleaning up shit".
