Without being there we have no idea how the perp was holding the hostage. If he was effectively using the latter as a shield, well, I'd be hard pressed to try and make a tight shot too, especially if we're talking total strangers here. Obviously if the hostage was a relation to me, the more likely I'd be willing to attempt the shot.

Actually, Pierce County is actually pretty conservative in the rural areas. Lots of local offices held by Republicans there, with the County Council and executive actually being held by R's.
