    What qualifies as an incident?

    I usually think of "incident" being synonymous with bloodshed or physical struggle. (Realizing that their may be a wide chasm between those two poles.)

    Normally, a reportable use of force or injury requiring medical attention.

    Sure but what they are trying to say is “arrested without FURTHER incident.”

    Meaning after he was shot he offered no further resistance when they actually put cuffs on him.
