Sure sounds targeted based on the article. Killers rolled up while victim was at the ATM. Passenger hopped out, shot the victim, and then they left the scene. At the 1:51 mark he’s wearing a face shield of some kind, maybe ballistic? Any reports of whether his tactical gear included body armor?
Answered my own question, maybe. Most of the news articles I found were just saying “tactical gear”. The article on Wikipedia says :”tactical gear such as a Kevlar helmet, a "carrier-type" ballistic vest, gas mask, and knee pads.”
