The key question is what the actual initial external ballistics trajectory of the projectile was vs. the intermediate barrier (silicon breast implant) route, and final terminal ballistics pathway through tissue.

Man who shot at employee at Phoenix FBI office caught on I-17 freeway, agents say
PHOENIX (3TV/CBS 5) - A man is behind bars after investigators said he opened fire on the FBI building in north Phoenix on Monday afternoon.
According to the FBI, the man shot at the building near Seventh Street and Deer Valley Drive and at an employee who was leaving at around 2 p.m. No one was hurt. The man then left. Agents say they teamed up with the Phoenix Police Department and arrested him on the southbound side of Interstate 17 near the Durango curve. Investigators didn't say how they caught up with him or how he was stopped.
You have got to be really dumb to try to shoot at or near the FBI on 7th St and Deer Valley. That place is covered with surveillance equipment and there is no cover for at least a 400 meter radius from that building. I'm not surprised they caught up with him. A person who works there told me they caught a guy who was trying to take a shot at the building 200 yards away from a field north from them....at night!
A vehicle chase initiated Monday by the Rocklin Police Department proceeded into Sacramento County around 6:30 p.m., according to Sheriff’s Office spokeswoman Sgt. Tess Deterding. The suspect’s vehicle crashed near Interstate 80 and Auburn Boulevard, Deterding said. The driver, a man, fled on foot into a nearby neighborhood, while a woman in the vehicle’s passenger seat was detained. The fleeing suspect then came into contact with a homeowner in the area of Belmont Place Lane. “During the encounter, the homeowner shot the suspect,” Deterding said. “The suspect was transported to an area hospital for treatment of his injuries.” Deterding said the patient’s status at the hospital was unknown as of Tuesday morning. The shooting remains under investigation by the Sacramento County Sheriff’s Office, with no arrests made by deputies as of Tuesday morning, Deterding said. No officers fired their weapons.

Joy McCabe was cooking breakfast Sunday morning when she looked out her kitchen window and had the fright of her life. An RCMP car had just stopped in the middle of the road near her home, two officers got out and immediately started firing from a point that almost appeared like they were firing directly at her house. Just who the RCMP officers were shooting at remains under investigation, which has been handed over to the province’s Serious Incident Response Team (SIRT). On one section of the Onslow Belmont Fire Hall wall, numerous small, pellet like holes run in a vertical line pretty much from top to bottom. Fire Chief Greg Muise said the windshield was shot out of one fire truck, while another bullet pierced a fender and a frost plug was shot out of the engine block. Another bullet left scratch marks in a monument in front of the hall dedicated to deceased members of the brigade. A number of fire fighters were present in the firehall at the time, he said, along with members of the Colchester Regional Emergency Response team. McCabe said after the officers finished shooting, they moved up a little closer and crouched down behind a wooden garbage bin near the edge of the road. “They fired, they shot on their way over, and then they crouched down behind the bin.” Pat Curran, SIRT’s interim director, said he could not provide much information because the investigation into the incident is in its early stages. He did acknowledge that two RCMP officers did discharge their firearms at the scene, though he could not identify which weapons were used. And, just who and why the officers were shooting at, is also an integral part of the investigation.

I am no expert, but I have done some "research", and that one sure looks like what Al Bundy would consider a biggun. Perhaps rather than her ginormous implants saving her life, she might have been missed instead of getting shot without them?
Preliminary information only, and we all know the first news story may not be the whole story. But it looks like a neighbor was watching over a house that had been burglarized in the past. A plain clothed deputy was there watching the property looking for a Homicide suspect. Neither one of them knew what the other was doing. (You can see where this is heading)
Deputy gets out on foot and looks into the window of a car parked in the driveway. Then goes back to his own unmarked police car. Neighbor sees this and wonders if he is a car thief. Grabs his “gun” and goes to confront him, by banging on the deputy’s window and pointing a “gun”. Deputy is already out looking for a murder suspect, and now has a gun in his face. Tragedy ensues. And it turns out, the “gun” was a fake.
Being a good neighbor is a good thing. Helping out is a good thing. But going into an armed encounter, by yourself, over property only with no threat to life, and it’s not even your property.... that can have bad outcomes. Even if you “win” that fight it can have bad outcomes (just ask joe Horn). By all accounts, there was not even a “crime” for the neighbor to respond to, just looking in car windows.
Being a good neighbor can be accomplished with security cameras, writing down the plates of the car you saw, snapping a cell phone picture, or calling 911. But going to confront a suspected burglar with a toy gun, is just not gonna work out well in most cases.
Tragic loss of life, that did not have to happen. To go looking for a gun fight that you don’t have to have. You win 100% of the gunfights you avoid.

Man keeping watch over neighbor's home shot to death by deputy in Missouri City
MISSOURI CITY, Texas (KTRK) -- A neighbor keeping watch over a home that had been previously burglarized has died after confronting a Harris County deputy Wednesday morning in northeast Missouri City, authorities said.
It happened around 6 a.m. in the 15100 block of East Ritter Circle in the Fondren Park neighborhood.
The man approached the deputy, who was in an unmarked vehicle, and used his cell phone as a flashlight to look into the vehicle, authorities said. When the deputy rolled down the window, the man raised what appeared to be a pistol.
The deputy fired two shots and struck the man, who stumbled away before collapsing. He was pronounced dead at the scene.
The deputy was working with the Gulf Coast Violent Offenders Task Force on an unrelated search for a capital murder suspect from Dallas County, according to the Harris County Sheriff's Office.
The weapon involved turned out not to be a firearm. It may have been a BB gun, authorities said.
