People minimize evil as crazy because it makes them feel better about what swims in the sea with them and what people are really capable of.
If you are a felon who hates cops, doing a drive by on a cop car is both personally satisfying and a badge of honor among your peers whether you live, die, get caught, or get away.
Plus you get bonus points if you shoot two random bystanders, steal a cop car and manage to get some of it on Facebook live.
