Talleys seem to be a great solution for the Tikka T3. I have them on multiple rifles. When the T3X came out, the T3s went on sale and I bought a T3 3006 blue-synthetic as my "do all" hunting rifle.

Tikka & Talley are a winning combo.

Probably more scope than you need magnification and weight wise, but no harm at all running what you have.

Muzzle brake is completely unnecessary. Threaded barrels are nice to have if you plan to get a suppressor at some point in the future.

If you don’t already reload, consider a cheapo Lee Loader and give it a try. We’ve all spent more than $30 on dumb shit before... you probably won’t regret this $30.
