I’m not sure why it’s cheaper to get the ultimate upper kit. It might have to do with the tax and the less labor involved. What ever the reason I’m glad I got mine.

I think federal excise tax on firearms is 10% for pistols and 11% for long guns. https://www.ttb.gov/firearms/faet-faqs.shtml
