In 2017 the program include R&D cost. It's pretty common practice for DOD to amortize R&D and tooling cost on a per unit basis for a number of years. That reflects the true cost of the project on a delivered product, not necessarily the cost to manufacture an individual unit.
The blog is comparing apples to oranges by comparing a product where the R&D was amortized long ago with a product that still reflects R&D cost.
Whether you think you can or you can't, you're probably right.
