Some of my personal guidelines for successful and happy vacations. This is very subjective.
1) Optimum length of a vacation is two weeks, less travel time. The first week is just for chilling and doing nothing, the second for getting out to explore and enjoy your location. You avoid Thursday pressure that way- the feeling that hits on Thursday morning when you haven't done anything, and the end is coming.
2) Best to vacation in the same general area- or same resort & room, if you can manage it. You get to be familiar with the good restaurants, places to go, things to do, and so on. The pressure to do stuff is less, because there's always the next year.
3) Going with a group of friends or tolerable family members can be enjoyable.

I’m active duty and don’t get out nearly as much as I should, but I’ve been in Hawaii for almost four years. Google will give you more answers than I can but if you want, feel free to shoot me a PM. I’d definitely recommend big island and/or Kauai. It has been raining like crazy the last few weeks though, at least on Oahu.

Everybody is saying Hawaii, but - realistically - can that really be done on a $3000. budget? Oh, sure, I know...but I doubt his wife would be impressed with a couch at an AirB&B.
Southern Utah and Arizona. Not much for tourist traffic this time of year but lots of pretty places to visit and lots of interesting things to look at. Relatively cheap, too.
Well, after a bunch of looking we're narrowing in on an all-inclusive in either Cancun or Punta Cana. For two major reasons, 1) Southwest Airlines flies to both locations and I have enough miles to buy at least one of our round trip tickets to reduce out-of-pocket costs. 2) Adults-only all-inclusive resorts for ~$2-250/night, makes 8-nights a pretty reasonable stay.
I've been to Cancun several times before and have seen the tourist attractions, wife hasn't, but a day going to Tulum would be sufficient for her. Punta Cana is basically just sitting on the beach which sounds good.
Belize is great but the infrastructure sucks badly.
Often the only way to get from the airport to the resorts is via prop airplanes and those trips can add a lot of expense to your trip so make sure that's planned for.
Panama is another good place to look into, rooms are cheap and a lot of flight options in and out.

Croatia is well worth checking out. The Dalmatian Coast and Adriatic are a must see. Check out Split, Trogir, Rijeka and Zadar.
