When juveniles are involved and they begin to use a vehicle as deadly weapon, it instantly becomes an extremely difficult situation.
Pursuits like that, which cause a person's heart rate to fluctuate in the "wave" are extremely dangerous as the officer may or may not be in control of what he's actually doing. He may be in auto pilot and his auto pilot at that moment may have told him to start shooting and do not stop shooting until the threat was over.
He likely did not hear anything over the sirens and gunshots, so this is a perfect example of the mic hearing something the person may not have been able to.

Why not just say what's on your mind? The worst that will happen is someone will have an opposing point of view. The best that might happen is you may provide a perspective that might have been otherwise missed.

If all I was on the Grand Jury and all I saw was that video, I'm pretty sure there would have been an indictment.
He easily could have blocked them in with his car. OK, he didn't, hindsight and all.
The first mag dump seemed a dubious decision. That backing out vehicle didn't seem to be a threat that required a mag dump response.
To me, the reload and second mag looked a lot like an execution of a non-threat, making sure they never threatened anyone with their reckless driving ever again.
I can only assume auditory exclusion was going on and the attempt of (a 'captive; passenger, I think) to surrender went unheard.
Not saying that this couldn't happen to anyone all jacked up with adrenaline, but damn.
