Bodycam Footage Shows Man Shooting Two Police Officers in Frederick, Maryland

Frederick, Maryland — On February 11, 2022, around 12:45 p.m., The Frederick Police Officers were dispatched to a firearms complaint in Frederick. The 9-1-1 call reported a suspicious man, later identified as Dominque Lamarr Lewis, now 27, in the area of Waverly Drive and Key Parkway. Upon their arrival, the officers observed Lewis sitting on an electrical box with a gun. The preliminary investigation indicates the officers approached Lewis and asked him to show his hands. Lewis avoided contact with the officers and ignored their requests. Lewis began to walk away from the officers, and abruptly turned around and fired multiple rounds at the officers using a .45 caliber handgun.

Subsequently, the two officers returned fire using their department issued Glock pistols. The two Frederick City police officers were injured and Lewis was incapacitated. Emergency medical service personnel on the scene immediately rendered aid. The police officers involved are identified as Kristen Kowalsky, 32, a nine-year veteran of the Frederick Police Department and Officer Bryan Snyder, 43 who has been an officer with the Frederick Police Department for two years. Snyder, Kowalski and Lewis were all flown to the University of Maryland Shock Trauma Center in Baltimore. Later, in a phone call in which he spoke with his grandfather from the Frederick County Adult Detention Center, Lewis said he didn’t care about the officers.

The officers were released that evening. Lewis was released later. Lewis was found guilty, but not criminally responsible of shooting Kowalsky and Snyder. He was sent to a secure mental health facility and will stay there until he is deemed no longer a threat to the public or to himself by the Maryland Department of Health and the court system. Kowalsky said in court on Friday that she had not yet returned to Frederick police since the incident. She was a nine-year veteran with the department at the time of the shooting. Snyder returned to duty about a year ago and had been with Frederick police for about two years at the time of the shooting.

Bad guy had a bunch of guns to include a full auto HK UMP. Have to wonder given the location it’s a stolen Border Patrol UMP40?

I'd seen this one elsewhere - the MCX malfunction was troubling, but it appeared the Detective transitioned effectively to his sidearm.

It also appears that they’re using suppressed 300 blackouts with subsonic ammunition, which makes zero sense …

Seems like a questionable choice for a vehicular stop.

    FWPD Officer Involved Shooting - Dec 12, 2023 - 700 N. Beach St.

On Tuesday, December 12, 2023, at approximately 9:10 pm, Central Division Patrol officers were dispatched to a burglar alarm call at a business in the 700 block of N. Beach St. Officers were close by and arrived within one minute.

Upon their arrival, they observed an adult white male with a backpack on the property of this closed business. They detained the male for investigation and he identified himself as Shane Miller, 35. While officers were speaking with him, he suddenly took off running northbound on N. Beach and two officers pursued him on foot.

One officer deployed multiple probes from his Taser in an attempt to safely apprehend the suspect but the Taser was ineffective. While running away from officers, Miller drew a handgun from his waistband and turned toward the officers, firing two shots at them. One officer fell to the ground while the second officer fired several shots at the suspect. The suspect continued fleeing and ran between two buildings. By this point, a total of four officers were on scene and pursuing the suspect on foot.

The suspect continued firing rounds at officers and a total of three officers fired their weapons at the suspect at various intervals. Eventually the suspect ran through the intersection at N. Beach and Hwy 121 and under the overpass. At this time the officers lost sight of the suspect and several officers returned to their vehicles to continue following the suspect.

While officers began driving toward Miller’s last known location, the suspect crossed the service road on the north side of Hwy 121. At this point he was no longer being actively pursued by officers and can be seen on camera walking towards the McDonalds at the corner of N. Beach and Hwy 121. While still holding the handgun, Miller tripped on a storm drain and fell to the sidewalk. He then sat up and immediately shot himself in the head, falling to the ground. Approximately sixty seconds later, officers located the suspect where he was lying, began assessing him, and attempting to render aid.

The suspect was transported to a nearby hospital by Medstar and later pronounced deceased by medical personnel.

Officers recovered the handgun where Miller had fallen as well as multiple loaded handgun magazines.

No officers or any other members of the community were injured during this incident.

This incident is being investigated by the Fort Worth Police Department Major Case Unit and Internal Affairs Unit and the completed investigation will be forwarded to the Tarrant County District Attorney's Office for review, as is standard in these cases.
