Using deadly force against a suspect armed with a less-lethal weapon is always going to distress the pearl clutchers. PIO's need to make it clear that we use less lethals to make arrests and achieve compliance, a criminal using a less lethal weapon against police may intend to commit murder.

Indeed - there were multiple moments at which the use of deadly force would have been objectively reasonable in this incident.

On 8/13/2023 around 8:15 a.m., a Field Training Officer (FTO) and an Officer-In-Training (OIT) on her first day on patrol stopped a BMW near 6700 S. Victor Ave. for not having a license plate on the vehicle.
The suspect, later identified as Edward Pulley, did not have a driver's license and gave the Officers a fake name.
When the Officers attempted to detain the suspect, a struggle ensued and the suspect attempted to retrieve his pistol from his waistband.
The suspect's pistol discharged, striking himself and one of the Officers. Due to the suspect's actions, the other Officer fired a round at the suspect, hitting him in the torso.
The suspect was given first aid at the scene from the Officer who was shot, the Officer-In-Training, and other responding Officers.
The Officer who was shot was taken to the hospital and has since recovered.
The suspect, Edward Pulley, was also hospitalized and has since recovered.
Edward Pulley is currently charged with:
- Assault and Battery with a Deadly Weapon
- Possession of a Firearm AFCF (After Former Conviction of a Felony)
- False Personate Another to Create Liability
- Resisting an Officer
- No Driver's License
- Unlawful Possession of Methamphetamine
A trial for Edward Pulley is set to begin in April of 2024.
All of the evidence in the case was submitted to the Tulsa County District Attorney's Office. After reviewing the facts of the incident, the District Attorney's Office ruled the shooting by the Officer to be justified.

Very interesting shooting. Bad guy kidnapped someone and was in a minivan. Scottsdale PD handled business well but it looked like two of their rifles malfunctioned. Rifles look like Sig Rattlers and sound like suppressed 300BLK. They are so quiet I wondered if they were shooting subsonic ammo. Might also explain why the bad guys armor seemed to mitigate their shots.

Bad guy had a bunch of guns to include a full auto HK UMP. Have to wonder given the location it’s a stolen Border Patrol UMP40?

Houston Officer Shoots Armed Robbery Suspect After He Flees at Greenspoint Apartments

Houston, Texas — On December 4, 2023, HPD North Belt Patrol Division Tactical Unit officers were in the area near the 179th State District Court. searching for 23-year-old Albert Holmer, who had an active felony warrant for aggravated robbery. While searching for the suspect, his vehicle was spotted and a marked HPD patrol vehicle attempted to conduct a traffic stop. Holmer then parked his vehicle in the parking lot of an apartment complex at 545 Seminar Drive, exited the vehicle and walked away.

HPD officers exited their vehicles and, as they attempted to arrest, Holmer, he evaded on foot. Officers pursued Holmer on foot and gave repeated verbal commands to stop. At that time, Officer Lopez saw Holmer pull a pistol out of his jacket pocket. Officer Lopez discharged his weapon at Holmer, who was struck in the arm. Officers immediately provided medical assistance until Houston Fire Department paramedics arrived. Paramedics transported Holmer to an area hospital where he was treated and released. He was then booked into the Harris County Jail. Holmer is charged with aggravated robbery with a deadly weapon and unlawful carrying of a weapon.

Houston Officer Shot Multiple Times by Suspect After Ambush-Style Attack

Houston, Texas — On December 2, 2023, Houston Police Department patrol officers with the Midwest Patrol Division's Crime Suppression Team were conducting an investigation at the 7000 block of Harwin Drive. During the investigation, officers located the 23-year-old suspect and, at one point, lost sight of him. As the sergeant searched behind a building, the suspect fired multiple shots into the sergeant’s vehicle, striking him several times. The sergeant managed to exit his vehicle and return fire toward the suspect. The suspect ran away from the scene, and a short time later, was found around the corner of a building. He had suffered gunshot wounds. Officers administered first aid to the suspect and the sergeant. Houston Fire Department paramedics pronounced the suspect deceased at the scene and transported the sergeant to the hospital, where he remains in stable condition.
