This incident involved Houston PD as well from a couple months prior involving officers not positioning better and having to shoot past each other. The rifle officer takes a bit to work through optic issues before engaging with his partners and residents in the foreground.

So am I since we are two years into the revised 835a, but reinforces how different regions are even in the same state. Although all it takes is just one voting cycle to flip things on its head and a late realization how tactics need to change to mitigate criminal/civil exposure or safety risks to themselves.
I can't speak to the tactics used in the Riverside County incident. However, I noticed the officer who was pinned under the car stayed in the fight. Looked like he got several rounds off, despite being struck by a falling vehicle and pinned to the ground.
