Jeff Bloovman put together a great video on the SCD on the Practically Tactical YouTube channel, check it out!
The origin story he relates in the video isn't exactly correct, and downplays Todd's contribution. Here's my version:
Todd and I met in 2009 when I hosted an AFHF in Los Alamos. We quickly became friends and attended various training classes and the SHOT Show together. It was at SHOT 2010, that he first mentioned the idea that eventually became the "gagdet" to me. He was meeting with his IP attorney for some trademark stuff for PTC and said he had another idea he'd been mulling over for a couple of years he wanted to talk to him about. Being nosy, I asked him to tell me about the idea. We were both shooting LEM P30s at the time and he said, "You know how you put your thumb on the hammer of your P30 when you holster it? Imagine something like that for the Glo.." At which point I interupted him and said, "Don't say another word, I know what you mean and exactly how to do it." Later that night in my crappy off-strip hotel a couple miles away, I drew my first sketch of what become the SCD/Gadget.

There's an article in the August American Rifleman that mentions the striker control device as a potential Glock upgrade.
Not sure if there is a link, but it is in the print version of the magazine.
