It is a dug out cove of sorts so it can be less windy most times but with the wind in certain direction it gets very windy.

My range has hella wind. I find that having heavy stands doesn't do dick; all stands must be staked, so it doesn't matter how heavy they are.

    This is my favorite.

Another pvc stand user. This is a good how to video -- may be a little different design than the one above.

I made my first steel target stand out of scrap wood but I do not recommend doing so. The jacket shards embed into the wood and I had to be careful when picking it up or moving it.

For shooting steel, buy a portable steel base.

I make these. One 8' 2x4 for the base and whatever length 2x2 standards you want.

While more expensive, these work good for paper/cardboard targets using 1x2's and will also let you use their line of steel targets.

If you buy their Ready Ship Target, you get the steel and the base for $180 which is a pretty sweet deal.

I made a PVC one similar to the designs shown.
I glued the base frame together, and added threaded fittings for the uprights. makes it a bit more stable.
I decided to glue the base because it stays together better, and when using a pair of 8' 1.5" SCH40 PVC pipes cut into 2' segments, it fits perfectly in the back of any of my vehicles.
If i were in a more windy environment (i'm usually indoors) I'd fill the base segments with concrete before glue assembly, to make it heavier.

This is also an option. Comes with a steel target and hangar as well as the stand.

I have one of the PVC stands that I made and it works pretty well. Also easy to make.

Lately I've been using this one from Target Barn and I like it a lot:
