Hill People Gear has named the company that they contract will to produce their gear before. Seems like it might have had the word spear in its name. I'm sorry I don't remember more details.
EDIT: I think the company is First Spear.

Tactical Tailor, Emdom USA and whoever makes the PIG gear for SKD Tac would be where I'd start. The other companies mentioned are bigger I think and might not do custom orders. Also Extreme Gear Labs might be an option. Eggroll makes good gear.

If the item is already designed and depending on the complexity, you might be able to contract locally with an upholsterer, sling fabricator (lifting straps), etc.
Whether you think you can or you can't, you're probably right.
I know the Hill Brothers have good things to say about their relationship with First Spear.
